24 Sep 2023**HANDICAPING CRITERIA**

I have completed the first handicap review of the season this morning.

Just a brief outline of how the handicapping system works.

If a player wins/loses 4 frames by +/- 25 they will be adjusted the system will recommend a new handicap and I always accept this.

If the same player then goes on to reverse there first 4 frames IE win/lose 4 then for the next handicap review I will adjust manually to stop players going up and down to take them back to their previous handicap I try to find a handicap that players can maintain over the course of the season.

If a player goes to +/- 6 frames regardless of their win/loss average they will be adjusted once again I always take what the handicap recommendation is.

I hope this helps to explain the reasoning of the adjustments.

I think I have caught up with all your requests for players adding/removing/handicaps amended/adjusted.

There are still 2 issues for our website designer to be attended to hopefully before Wednesday, one being a wrong handicap for a Calverley Cons player and the other being missing team members for Hunslet Carr.

Those two issues apart my inbox is now empty if I have not sorted your query then i have not received the request or I have missed it.

If I have missed it please resend and I will attend to before Wednesday.

Can you all use email to contact me rather than messenger please.

After the suspension of penalties for this week only we are reapplying all rules, these are relating to late results and not being allowed to play unregistered players.

To recap all results MUST be on the website no later than 6pm Saturday following the weekly fixtures.

Unregistered players are not allowed to play they must have been registered prior to playing, I will register players until 3pm Wednesdays after that it is too late.

Thank you all for your cooperation this week it has been caused by the season going live just a few days before the season start and coinciding with my holiday break.

Although I was not at this years AGM I do know that Bob Patterson requested that if anyone was interested in joining the committee they should come forward, if we do get someone they will have their own role but also learn how to fill the gaps in any of the committee members absence thus hopefully avoiding most of this weeks issues. 12 Sep 2023**2 VERY IMPORTANT MESSAGES - WEF 13th SEPTEMBER**

1st of 2 MESSAGES - NEW LEAGUE SEASON - WEF 13th SEPTEMBER - TOMORROW.
Please refer below to a REPORT from League Secretary Paul Grimes, for the NEW LEAGUE SEASON, but read out at last night's AGM, by Chairman Andy Taffinder in Paul's absence.

Report read out as follows-
Good Evening Everyone, and welcome to the AGM .
Before I pass onto Bob for the attendance and apologies I would like to discuss the forthcoming 2023/2024 League and its associated competitions.
In his absence, Paul has emailed me with an update of which I will now share with you.
He starts by welcoming everyone to the 2023/2024 season and hopes that as per previous years it will be a success and played with good spirit and integrity.
He also wants to thank everyone for their patience running up to start of the season on Wednesday as he was very aware that the fixtures have only recently been up loaded to the website, saying that everything now is just about up and running and you can all log on and see your full seasons fixtures.
There are however some errors that need sorting by Micheal of which Paul has confirmed that he has emailed him about.
Hopefully these issues will be corrected before the start of the season on Wednesday.
One of these issues is that Belle Isle A and C teams have been registered the wrong way round in their respective leagues, and as I have mentioned hopefully Michael will have sorted this before Wednesday however if not it is something that Paul can at the weekend.
Paul has advised Ken from Belle Isle that should Michael have not corrected it before they play on Wednesday they MUST NOT attempt to register the result on the website and instead wait for Paul to confirm when the result can be entered which will be when he is back and the correction has been completed.
With regards to the C team, they actually have a bye on Wednesday so are not affected, as everything will hopefully be corrected before they play there first match the following week
Paul has also confirmed to me that he has had a number of late requests for new players to be registered.
Paul has confirmed that he will allow new players which may not have been registered yet to play as long has he has had an EMAIL confirming their details prior to the match starting, however once again DO NOT register the result if you are one of these teams. Please wait for Paul to add the players to the respective teams when he returns at the weekend. If you are one of these teams and are playing away you must also let the opposing team captain know the situation and not let them enter the result either.
Due to these issues Paul has confirmed that the rule around late results will not be enforced this week for this reason.
However if Paul does not receive an email confirmation for the new player before they play, they do NOT qualify for the exception to the rule for the late result as advised earlier.
Another Issue that Paul has confirmed to me is that with the website only just going live he was unable to the 3 new teams captains/IT delegates log in details in order for them to enter results.
Once again this will be completed at the weekend by Paul when he returns.
He will then email the 3 new teams delegates with full log in details so they can enter the results and as pointed out earlier there will be NO penalty for a late result.
Of course if the 3 new teams opponents are willing to enter the results for them, then great...
He would like to remind all Captains/Delegates that all players should be playing off a fair and accurate handicap.
This is crucial to the integrity of the League and any time not complying with this will be investigated and punished in accordance with the rules of the league.
Another rule reminder that Paul has asked me to point out is the rule that all results must be submitted by 6pm on the Friday following the fixture except this weeks as mentioned earlier.
And providing everything is sorted at the weekend from week 2 should this rule not be followed their will be points deduction as per the rules of the league.
He also wants to remind everyone that If for any reason the fixture can not go ahead and it needs to be rearranged you must contact both Paul and your opponents via email a minimum of 24 hours before the fixture in exceptional circumstances once again as per the league rules.
Paul does point out that if you are trying to rearrange because you are short of players your opponents have the right to refuse this and you must play with as many players as you can pull together.
As a committee this really is not something we want to see happen and we may take further action if it happens more than once as the integrity of the league is reliant on there been a full team put out on match nights.
With regards to refereeing, you are reminded that as the home team you must referee games and are reminded that fairness and integrity are used while refereeing.

12 Sep 2023**NEW SEASON**

Welcome to the 2023/24 season, I know it has been a late show for the website but we are finally in a position to begin tomorrow. There may still be issues particularly concerning requests for last minute new players to be added.
If anyone has emailed me with a request on this occasion ONLY we will allow new players to play if required without being registered but I MUST have an email giving the name of the new player and a starting handicap prior to this Wednesday, the maximum new starter handicap is 40.
If a team plays an unregistered player the results MUST NOT be entered on the website until I confirm the player has been added to the team which will be done over the weekend. On this occasion ONLY there will be no penalty points deduction providing the above criteria has been met.

Some captain's still need assigning log in details these will be done over the weekend if you're opponent's are willing to enter the results for you then thank them on my behalf, if you are unable to submit the results there will be no penalty points deduction on this occasion ONLY until you have been assigned login details which I will do over the weekend.


Obviously none of the 3 new teams do not have login details I will assist you three over the weekend and for any team that has changed captain's you will also recieve details over the weekend.

Good luck to all teams/players I hope we can have a season as successful as the last played in great spirit.

12 Sep 2023**2 VERY IMPORTANT MESSAGES - WEF 13th SEPTEMBER**

2nd of 2 MESSAGES - RULES - WEF 13th SEPTEMBER - TOMORROW.
At the AGM last night, a number of rules were dealt with, but 2 in particular ALL TEAMS need to be aware of before tomorrow.

1. After two proposals for changes were rejected last night, the adaptation of the FOUL & A MISS RULE approved last season, REMAINS THE SAME FOR THIS SEASON ALSO - STARTING TOMORROW 13th SEPTEMBER.
As a reminder to all, the rule approved last year is as follows-
• If your opponent puts you in a snooker, no matter how hard or how easy it is, you have a maximum of 3 attempts to get out of the snooker, after the 3rd attempt, your opponent can either play from where the white ball finishes, or your opponent can ask you to play from where the white ball finishes, UNLESS
• EITHER PLAYER already needs snookers, or does so in the event of the 1st or 2nd attempt.

>THIS REFERS TO ONLY THE 'SNOOKERED' ELEMENT OF THE MISS RULE.
>>TWO OTHER PARTS OF THE FOUL & A MISS RULE ARE COMPULSORY & ALWAYS HAVE BEEN!
>>>WHEN REPLACING BALLS THIS SHOULD BE DONE BY THE REFEREE / MARKER AND NOT THE PLAYERS, AS THIS IS A 7 POINT PENALTY.

2. The other important rule passed last night concerned SNOOKER BALLS.
ALSO EFFECTIVE FROM TOMORROW NIGHT - 13th SEPTEMBER.
The final wording of the rule approved last night by a LARGE MAJORITY, has yet to be finalised, however, the gist of the rule as approved is as follows-
a. ALL clubs should ATTEMPT to use world governing body approved snooker balls INCLUDING the cue ball, and
b. Where clubs HAVE THEM they MUST be used for BOTH LBSO league matches & competition ties.
c. Where the HOME team haven't got the proper match balls or won't use them (which includes the cue ball), the AWAY team is entitled to bring their own set and use them or their own cue ball, otherwise the AWAY team is entitled to complain to the LBSO Management Committee.
d. If a minimum of 3 complaints are made about the same club / teams from the same club, then other things come into consideration, which can ultimately result in points being deducted.
THE FULL RULE WILL BE POSTED & CIRCULATED WHEN WRITTEN UP.

THE MANAGEMENT COMMITTEE EXPECT ALL CLUBS / TEAMS TO ABIDE BY ALL RULES AS APPROVED BY THE DELEGATES AT ANY AGM.

03 Sep 2023**IMPORTANT** - AGENDA & PROPOSED RULE CHANGES - AGM MON 11th SEPT SOUTH LEEDS CONS - 7-45pm START

In line with the time scales of the LBSO rules on AGM's, three separate documents have just been uploaded to the "Documents" section of the website - click on the "About Us" tab above this column - for the AGM on Monday the 11th September - a week tomorrow.

The three documents are-
1. the Agenda with LBSO proposed rule changes received,
2. further proposed adaptations of the WPBSA 'foul & a miss' rule also received, and
3. the VOTING PROCEDURE for ALL proposed LBSO rule changes & WPBSA rule adaptations at the AGM, which has been decided by the Management Committee.
Please feel free to print and bring along your own copies to the meeting.
Copies of the three documents (along with the Financial Report) will be provided at the AGM, but not in a colour format.

Dealing with the latter document first, the Management Committee has decided that ONLY 2 DELEGATES PER CLUB (NOT PER TEAM) WILL BE ALLOWED TO VOTE AT THE AGM.
The document itself goes into much more detail as to why this is the case, which will also be outlined in full at the AGM itself.
BUT FOR NOW, WILL ANY CLUB WHICH IS INTENDING TO BRING ALONG TO THE AGM MORE THAN TWO DELEGATES, PLEASE SORT OUT YOURSELVES & BEFORE THE MEETING STARTS, WHICH TWO WILL BE VOTING.
This could possibly save a lot of time on the night of the AGM itself.

I make no apologies for the size of the other two documents, because for once, the proposals in the main, are from members of the LBSO, who are NOT part of the Management Committee, which we strongly support and applaud as a committee.

I believe the four proposed LBSO rule changes should NOT be much of an issue, expect the last one possibly?

I suspect however, this will NOT be the case, with regards to the proposed further changes to the WPBSA 'foul and a miss' rule, which once again is likely to take up the most time at the meeting.
This what seems now to be an annual visit to this area of the WPBSA rules, is likely to receive some adverse reaction from the Management Committee at this AGM.

Therefore, starting at 7-45 pm as normal, it is the intention to run through the agenda and the LBSO proposed rule changes as quickly as possible, in order to allow more time for the 'foul & a miss' rule proposals to be dealt with once more - this being the 3rd consecutive AGM.

Everybody is welcome to attend the AGM, however, I once again draw your attention to the 2 delegates voting rule - per CLUB NOT per TEAM.

This website post will also be circulated to 1) all league members via the website, and 2) all team captain's for 2023-24.

30 Jul 2023**AGM - MON 11th SEPT 2023 - SOUTH LEEDS CONS - 7-45pm - RULE CHANGES**

RULE CHANGES:
An important part of the 2023 AGM will be proposed rule changes - additions, amendments or deletions.
A copy of the current LBSO League & Competition rules are available to download from the website - go to "About Us / Documents".

ANY REGISTERED LBSO PLAYER may propose rule changes, but MUST following the current LBSO rule quoted directly below - any late proposals will NOT be accepted.
"any proposed changes to any LBSO league & competition rules, shall be sent in writing or by email to the General Secretary, but no later than 14 days prior to the AGM."

(The above also applies to adaptations of the WPBSA rules, such as the 'foul & miss').

THEREFORE-
1) NO PROPOSED RULE CHANGES WILL ACCEPTED AFTER 28th AUGUST.
2) ANY PROPOSALS RECEIVED AFTER THIS DATE WILL NOT APPEAR ON THE AGENDA.
3) ONLY THE PROPOSED RULE CHANGES WHICH APPEAR ON THE AGENDA WILL BE DISCUSSED AT THE ACTUAL AGM.

ANY REGISTERED LBSO PLAYER, may submit any proposed rule changes, AS FROM NOW (until 28th August).

In addition, ANY PLAYER proposing ANY rule changes-
>need SPECIFIC wording as clear & as precise as possible.
>>so as to be ENFORCEABLE WITHOUT officials being present where LEAGUE or COMPETITION MATCHES are involved.
>>>giving reasons for the changes either personal or via a third party.
>>>>detailing any penalties in a case of non-compliance with the rule (where appropriate).

ALL DETAILS will then be copied onto the official agenda for the AGM - to be posted and circulated no later than 4th September.

Finally, the rule proposer will then PERSONALLY PRESENT their proposed changes to those present at the AGM.

Any proposed rule changes will then be either accepted or rejected at the AGM, but ONLY by those PRESENT at the AGM.
